    On December 13, 1982, Jose Pelayo plead guilty to Involuntary Manslaughter. Pelayo was given 24 hours by the presiding Judge to get his personal effects in order, prior to being transported to prison. Pelayo never checked into jail at the authorized time. On December 17, 1982, a Felony warrant for Fail to Appear was issued for the arrest of Pelayo. Pelayo was born in Mexico and has ties to the California area. Pelayo has been on the run for 18 years.
